Frank Culkin
Social Security manager
Frank Culkin, 80, district manager of the Social Security Administration in Quincy for many years, died yesterday at his home of respiratory failure. He lived in South Easton.

Born in Boston, he had been a resident of Quincy for many years before moving to South Easton 18 years ago. He was a graduate of the High School of Commerce in Boston and later attended Boston University.

Mr. Culkin was a veteran of World War II, serving in the Army Air Corps as a first lieutenant.

Following his time in the service, Mr. Culkin worked for the federal Department of Labor. He retired as a district manager of the Social Security Administration in Quincy after 23 years there.

He was the recipient of the John R. Campbell Award given by the Social Security Administration for outstanding public service.

He was a former officer for the Chelsea Rotary Club, treasurer of the New England Social Security Managers Association, a member of the Knights of Columbus and a former member of Brockton Country Club.

Mr. Culkin leaves his wife, Ivy (Hibbs); two daughters, Janice Battles of Hudson, Ohio and Elaine Gerace of East Syracuse, N.Y.; two sons, Douglas of Annandale, Va. and Barry of Braintree; a brother, Edward of Quincy; three sisters, Alice Brooks of South Boston, Dorothy LaRonde of Waltham and Theresa Goodrich of Littleton, N.H.; and eight grandchildren.

A funeral Mass will be said on Tuesday at 9:30 a.m. in Holy Cross Church in South Easton. Burial will be in the Veterans Administration National Cemetery in Bourne.
