Career US Army Officer. Mills was appointed to the US Military Academy, West Point, from Pennsylvania in1861. He graduated in 1865 and was commissioned in the 19th Infantry in June 1865 as a Second, then First Lieutenant on the same day. He served in Georgia and Arkansas before joining the 5th Artillery in Connecticut in May 1870. He was assigned to the USMA as an assistant instructor in tactics (1872-1879) and as quartermaster and commissary of cadets (1876-1879). Mills served in the headquarters of the Signal Corps (1882-1885), and then as an instructor at the Artillery School for Practice (1885-1892). He next was commandant of cadets at the USMA (1892-1897). During the Spanish-American War he joined the New Jersey Volunteers in command of an artillery battalion in Florida (May-August 1898), but never moved overseas. He briefly commanded Fort Monroe and the Artillery School in 1898 and then the 6th Artillery, which deployed to the Hawaiian Islands (1899-1900) before being ordered to the Philippines. En route, Mills was ordered to accompany Chaffee as an observer on the China Relief Expedition to Peking (Beijing). He also served Chaffee as judge advocate and acting chief ordnance officer. He was on duty at Fort Wadsworth, New York (1901-1902), when he was promoted to colonel in September. From September 1902 to June 1905, he commanded coast artillery districts in Florida, Maine, and Massachusetts. Mills was promoted to brigadier general and chief of artillery on 20 June 1905 and retired on 30 September 1906. He served over 40 years in the US Army.
