James was born in western Tennessee to Andrew & Ann Algee, who themselves
were born in TN while slavery was still legal. The family lived on a rented
farm and he was one of about 10 children. He is missing from the 1910
census, although he would have only been 12 years old. He died in the Toledo
State Hospital in 1943.

While backtracking in time, there is a black man from Tennessee born around
the same year who is incarcerated at the Lima Hospital for the Criminally
Insane, according to the 1930 census. Have found no definitive documentation
tracing his whereabouts between his appearance as a 2 year old on the 1900
census in Tennessee and his death in Toledo.
