U.S. Congressman. He graduated from the law department of Washington and Lee University in 1896, was admitted to the bar and commenced to practice law in San Antonio, Texas. During the Spanish-American War, he served as a Private in Company F, First Regiment, Texas Volunteer Infantry, U.S. Army. After the war, he continued the practice of law in Texas, was prosecuting attorney of Guadalupe County (1900-02) and judge of Guadalupe County (1904-10). In 1921, he was elected as a Republican to the Sixty-seventh Congress and to the net three succeeding Congresses, serving until 1929. He successfully contested the election of Augustus McCloskey to the Seventy-first Congress in 1930, was reelected to the Seventy-second Congress and served until his death from complications following a surgery.
