He was the son of a Confederate Civil War Soldier James Edward Parker Sr. and Nancy (Thacker) Parker. Nancy was born in Virginia. Husband of Arminta "Minnie" (Stuart) Parker, they married November 28, 1891 in Rowan County, Kentucky. and second husband, to Emma (Eldridge) Parker, they married on January 14, 1915 in Rowan County, Kentucky.
Raised family in the Haldeman ,Open Fork area of Rowan County,and Little Perry,in Kentucky. Father of Cora Jane, Daniel Boone "Dan", Una, Virgie Lee, William "Willie", Nola Mae, Minnie "Peach" ,Catherine, Denver Glenmore, Twins-Elaine and Lorraine.

He was called "POPPY" by all of his children.
