Victor was the son of Mrs. Annie E. Goebel. He resided in Scurry County, Texas prior to the war. He enlisted in the Army Air Corps on November 14, 1942 in Lubbock, Texas. He was noted, at the time of his enlistment, as being a farmer and also as Single, without dependents.

Having actually gone "Missing" on the above date, he was not officially declared by the military as being dead until February 15, 1946.

Victor served as a Staff Sergeant & Engineer / Gunner on B-25D #41-30058, 499th Bomber Squadron, 345th Bomber Group, Medium, U.S. Army Air Force during World War II.

B-25D #41-30058 took off, with a crew of 6, from Mokmer Airfield, Papua Province, Indonesia on a barge sweep mission over the Sorong area, province of West Papua, eastern Indonesia.

They were last seen on this sweep but never returned to base. The entire crew of 6 were lost on this mission during the war.

Victor was declared "Missing In Action" on this mission. He was awarded the Air Medal with 1 Oak Leaf Cluster and the Purple Heart.
