Son of John Webb Hogg and Sarah Elizabeth Dow. He was born in Washington DC where he father was working as a clerk for the Navy Department.

He attended the naval academy, graduation in 1876. In May of 1888, he applied for and was awarded a Patent (#382362) for an improved Ship's Log (a device used to determine the speed of a vessel through the water).

In 1908, he was commander the USS Glacier, a store ship. The Glacier was a support ship to the Great White Fleet which was the United States Navy battle fleet that completed a circumnavigation of the globe from 16 December 1907 to 22 February 1909 by order of U.S. President Theodore Roosevelt.

Commodore Hogg and his wife are buried in Section 1 of Arlington National Cemetery. His son, William Stetson Hogg Jr, a US Navy Captain, and his wife are buried in Section 6 of Arlington.

Obituary: Washington Post, May 29, 1921:
Funeral services for Commodore William S. Hogg, retired, who died Saturday as a result of an apoplectic stroke while motoring with his wife and son, Lieut. Comdr. W. S. Hogg, Jr, will be held Wednesday. Interment will be in Arlington.

Commodore Hogg was graduated from the Naval Academy in 1876. He had a record of twenty years and eleven months sea service and was on active duty throughout the Spanish American War and the Boxer Rebellion. He was a member of the Society of the war of 1812, the Society of the Cincinnati and the Association of Oldest Inhabitants.
