William Ralph Moulton grew up in Rhea County, TN and graduated in 1923 from Spring City High School. He was an electrician by trade.

On May 28, 1932, he married Cosette "Cozy" Brown. They lived in Chattanooga until 1953, when the family moved to Knoxville.

Ralph loved to hunt, fish, and work in his garden. He loved flowers and had a special talent for getting plants to grow and flourish. He was the father of two daughters and a son, and grandfather of seven.
