Son of John Bailey and his wife Sarah Weatherly Goddard Bailey. The family came to Iowa in 1837, settling first in Union township, Des Moines county, and later near Mount Pleasant, Henry county, before coming to Eliot township in Louisa county during 1863. James married Joanna Thorn about 1858 in Henry county, and together they were the parents of 10 children. Sadly, all but two of their children died young.

James served about 2 years in Company K of the 19th Iowa Infantry, and received a medical discharge. He also held various township offices.
