Civil War Union Brigadier General, US Congressman, New Mexico Governor. Born in Indianapolis, Indiana, he was a minister in the Methodist Episcopal Church when commissioned chaplain of the 1st Regiment, Missouri Light Artillery at the start of the Civil War. He was promoted Colonel of the 33rd Regiment, Missouri Infantry in December, 1862 and Brigadier General of US Volunteers in December, 1863. For meritorious service, he was brevetted Major General on April 9, 1865. In 1867, he was elected as a Republican to the Fortieth Congress, serving until 1869, when appointed Governor of New Mexico, serving to 1870.
