Howard Clinton Kelly was born November 21, 1912 in Leon County, Florida. He died Tuesday evening, January 13, 1970 at Tallahassee Memorial Hospital, Tallahassee, FL after a short illness. He was buried Thursday, January 15, 1970 at Oakland Cemetery, Tallahassee, FL. Funeral services were held at Culley's Funeral Home Chapel 3:00 p.m. Thursday, January 15, 1970, with the Rev. Rayburn Blair officiating.

Howard Clinton Kelly, 57, of 505 Magnolia Drive was a native of Leon County. He was owner and manager of Kelly's Bait and Tackle Shop and a Veteran of World War II. He was also the owner and manager of Kelly's Gulf Station on the corner of Magnolia and Mahan Drive and H.C. Kelly Texaco Service Station on South Monroe Street.

Survivors include his wife, Mrs. Verna Jones Kelly of Tallahassee; three daughters; two brothers: Monroe Kelly and Oliver Kelly, both of Tallahassee; one sister, Ruby Pauline Kelly Connell of Tallahassee; and his mother, Della Marsh Kelly also of Tallahassee. He was preceded in death by his father Jiles K. Kelly.
