China Relief Expedition (Boxer Rebellion) Medal of Honor Recipient. He was awarded the MOH as a Private in the US Marine Corps. His citation reads, "In presence of the enemy during the advance on Tientsin, China, 21 June 1900, Kates distinguished himself by meritorious conduct." He was later promoted to sergeant.
