Civil War Union Brevet Brigadier General, US Congressman. He was admitted to the bar in 1852 and commenced law practice in Toulon, Illinois. From 1855 to 1856, he was a member of the State House of Representatives and served in the State Senate, 1857 to 1860. At the start of the Civil War, he entered the Union Army as Colonel of the 112th Regiment, Illinois Volunteer Infantry. He commanded the 3rd Brigade, 3rd Division, 23rd Army Corps, from August 1864, to the close of the war and was brevetted Brigadier General of US Volunteers in January 1865. After the war, he resumed legal practice and was appointed collector of internal revenue for the 5th district of Illinois in 1871. In 1875, he was elected as a Republican to the Forty-fourth Congress and to the nine succeeding Congresses, serving until 1895. He was appointed civilian member on the Board of Ordnance and Fortifications in 1900 and served until his death in Washington, D.C.
