Mr. Baldwin was appointed in 1890, resigned in 1902, was reappointed in 1906, resigned in 1908 and was appointed again in 1912. He was born November 23, 1862, in Hancock County, Illinois, and his family came to Oregon the next year.
He is survived by two daughters, Mrs. Katherine Clarke and Mrs. Gertrude Rall, both of Portland. Pallbearers will be from the fire bureau.
