John C. Gaveney was born in Arcadia on the family farm. In 1881 he entered the University of Wisconsin, graduating in 1885. He taught briefly before returning for a law degree, which he attained in 1888. He practiced briefly in Milwaukee and Stevens Point until the deaths of his father and older brother prompted him to return to Arcadia to manage the family's farms in Arcadia and Independence, as well as the mill and lumberyard at Independence.

Much of John Gaveney's career was in practicing law. Ultimately he was appointed county judge primarily overseeing probate cases. He was also head of the Trempealeau County pension department, member of the Wisconsin Exemption Board, president and co-founder of the Western Wisconsin Telephone Company, president of the Ettrick & Northern Railroad Company, and vice-president of the Bank of Arcadia. From 1901 to 1905 he was a Wisconsin State Senator.
