Joseph Allen Norvell (born January 15, 1846 in Nashville -died February 5, 1909 in Merced, California) attended schools in Nashville, the Franklin Military Institute, and in 1869 moved to California where he taught school in Visalia. From 1869-1879, he worked in the Tulare School system and in 1880 moved to Merced County where he became the Principal of the Merced City Schools. Subsequently he bought a half interest in the Merced Express and became a writer. He was elected County Superintendent of Schools in November 1886. He married on January 22, 1880 Mary Isabella Slinkard (born May 30, 1858 -die d March 30, 1943), the daughter of James Marion Slinkard and Harriet Roberts.
