Charlotte Hawk was the only child of Christina Fowler and William Hawk, who died not long after Charlotte's birth. Charlotte's childhood was spent near Plainfield in Coshocton County where she was raised by her mother and stepfather, James Davis. They had a family of six children, born between 1850 and 1864. Charlotte also spent time with her grandparents, Richard and Jane Elson Fowler. She can be found in their household in 1860 census of Linton Township.

Charlotte married George W Newell on 14 September 1861. The marriage was performed by her uncle, William Fowler. The following year, George Edmund Newell was born to the couple on 28 August 1862. Six days earlier, George Newell had enlisted at Zanesville in the 122nd Ohio Volunteer Infantry, Company F. He died in Virginia at the regimental hospital of typhoid fever on 12 April 1864.

The young widow applied for a pension for herself and son on 11 June 1864, later receiving a monthly allotment of $8.00 for their support.

On 22 March 1866, Charlotte united in marriage with John D Baker, son of Abednego and Rachel Baker Baker. They raised her son George Newell, and had seven children of their own, i.e., William Lewis, Edward I, James Riley, Richard M, Benjamin F, Christa Ann and Ida Bell.

Charlotte and John lived until about 1900 in Plainfield, then moved to Coshocton and later Newcomerstown. They remained active in the Methodist Church at Plainfield. Charlotte died from the lingering effects of a stroke at the home of her son George Newell, on March 1, 1916.
