Mr. Bailey was a retired funeral director and operated a hardware store in Independence. He is survived by his wife, Florence Shaffer Bailey, two daughters, Mrs. Lillian V. Hall of Morgantown, and Mildred Bailey at home; one sister, Mrs. Mary Menear of Grafton. Interment was in the K. of P. Cemetery in Newburg.
