Capt. Charles Oliver "C.O." Arnett was the Captain of the Dallas Police Dept. Reserve Unit (with ~80 reserve officers) during the assassination of President Kennedy and the killing of Lee Harvey Oswald. He was present in the basement garage of the Dallas Police Dept in the corridor of police and press which formed to the right of Oswald as he was escorted out and shot by Jack Ruby. Arnett testified before the Warren Commission that he was mere feet away from Oswald and his 2 escorts when Jack Ruby lunged out from behind Det. Wm. J. "Blackie" Harrison - who was standing immediately to his left and slightly in front of him - and shot Oswald. To his right was Police Capt Glen King. He and others helped wrestle Ruby to the ground in the aftermath. Ruby had been hiding right behind Harrison when he lunged out and around him to shoot Oswald. (Harrison is the one seen in photos of the shooting who has the big cigar in his mouth and is wearing a black suit.)
