Anne Fain Sims was the second child and oldest daughter of Almon James and Sammie Clark Sims. She was named after her maternal grandmother. She was born in Nashville, Tn and grew up in Knoxville, Tn. She was a graduate of Central High School and the University of Tennessee.

In the US Federal Census records she appears in:
- 1930 for Knoxville, Knox Co., Tn with her parents, and three siblings
- 1940 for Knoxville, Knox Co., Tn with her parents, and four siblings, listed as a third year college student

She married Albert Watt Hobt Jr. at the home of her parents in Knoxville, Tn. They were the parents of three children:
- Annie (died as infant)
- Gaynelle Hobt Morton
- Fritz Karl Hobt

After their marriage they lived in Fountain City and were members of Fountain City Presbyterian Church. She played bridge, read books, painted, did crafts, loved hiking and camping. She was an accomplished seamstress and made our clothes, including hats, coats, swimsuits, and formal wear. She made curtains and slipcovers and did upholstery. She loved her dogs and spoiled her pets.

As a mother, with her small children at home, at different points in time, she kept an in-home day care, sold hand crafted candles and hard candies to retail shops, and did alterations and was a window dresser at Gertrude's, a dress shop in Fountain City.

She later returned to school to complete her bachelor degree in Home Economics at University of Tennessee and went on to earn her Masters degree. She had a long career in the University of Tennessee Extension Service as what was then called the Home Demonstration Agent in Union Co., Tn. She was one of the first females to serve as the Head County Agent in the state of Tennessee. This was in 1975.

Several years after the death of her first husband, Al Hobt, she married for the second time to J. Roy Payne. Together they loved to travel, camp, and landscape their yard.
