He resided in Baltimore, Maryland prior to the war.

He enlisted in the Maryland National Guard on February 3, 1941, prior to the war, in Pikesville, Maryland. He was noted as being employed as a Office Clerk and also as Single, with dependents.

Carroll died in the "Line Of Duty" of a non-battle related incident during the war. Possibly during training.

He was interred here on July 22, 1942.
