Herman was born in the small German town of Ankum to Johann Heinrich Friedrich Von Bokern and Maria Elisabetha Margaretha Homer. Due to Imperial German laws forbidding a single son to leave Germany, his father was never able to immigrate to the US as his five half-sisters had. However, most of his children would do so and Herman immigrated to the United States in 1891 and settled in Louisville, Kentucky, where his five aunts lived. On 17 Apr 1901 he married Frances Wolkenstorfer and they had five children: Marie, Helen, Frances, Aliene and Hermine (Tince). He was a police officer for the city of Louisville until his resignation in Mar 1918 at which time he focused his energies on running a saloon that he owned. Later that year he was arrested for violating the Sunday closing law. In Mar 1921 he was convicted and fined under the Volstead Act. Later he was the proprietor of Korfhage's Grocery Store. He died of cancer of the esophagus at the age of 73.
