R.L. Hughes came to Texas as a small boy with his family and settled at Timpson, near Center in East Texas. He moved to Harrold, in Wilbarger County, Texas in 1902 to farm. He returned to Timpson to married Miss Bessie Luce on 12 May 1909. The couple moved to Olney in 1925 from Harrold.
Hughes was a member of the First Christian Church where he served as deacon for a number of years. He was also a member of the school board.
