Frank B Hutchinson was born in New Hampshire Octber 17, 1837. He enlistd as a private on 26 August 1861 at the age of 23, he was promoted to full 2nd Liutentant on 23 Oct 1862. He died on 16 May 1864 at Drewry's Bluff, Virginia. His body not recovered and his burial place unknown. His wife Emily and his father Benjamin Hutchinson received a pension.

This lot he is buried in is for those who were killed on the battlefield and their burial place is unknown for Company E, 4th New Hampshire Regiment.

The plaque the bottom of this memorial reads, "The hero who died that his country might live had given all in the power of mortal to give. The Flag that he loved forever shall wage. The sweet flowers of Spring shall bloom on his grave.+
