Horace was the son of Mr. & Mrs. George D. Brooks, having grown up in the Ratler community in western Mills county near the Colorado river. He served Mills county as commissioner of Precinct #4 before being elected as Sheriff & Tax Assessor/Collector in 1964. He served in that capacity 16 years until Jan. 1, 1981. He was married to Hazel Tippen & had three children: Patricia, Keith, & Joe.
