Son of Giovanni and Pierina Bernardini, he Married Gloria Fusaro. They had two daughters; Betsy Kephart and Nancy Dawson-Menconeri, and two grandchildren.

During World War II, Cesare served as a medic Company K, 311th Infantry, 78th Division of the U.S. Army in the European Theatre of Operation.

In 1962, Cesare and several other prominent Campbell County citizens were subpoened to testify at the corruption trial of Newport (Kentucky) Police Chief George F. Gugel
