Born in Rhode Island, Packard first moved to Mexico to practice law. In the late 1840s he came to California, making a small fortune outfitting gold miners. In the early 1850s Packard came to Santa Barbara.
In the 1860s he constructed a large adobe winery known as 'La Bodega' and sold wine under the 'El Recodo' label.
Packard built a mansion (now the 500 block of West Canon Perdido St) that lasted until the 1960s. The adobe winery was demolished in the mid-1950s.
