US Congressman. He attended the St. Lawrence Academy, the Albany Law School was admitted to the bar in 1854 and commenced to practice law in Potsdam, New York, in 1856. He was a member of the New York State Assembly (1863-64), postmaster of Potsdam (1865-66) president of the village of Potsdam and served in the New York State Senate, (1868-71). In 1881, he was elected as a Republican to the Forty-seventh Congress and to the next three succeeding Congresses, serving until 1889. Not a candidate for re-nomination, President Cleveland appointed him a member of the first labor investigation commission and served as First Assistant Attorney General, (1890-93). He then resumed the practice of law and was president of the Thomas S. Clarkson Memorial School of Technology, until his death at age 77.
