Leo was son of Thomas Henry (Henry) and James Myrtle (Myrtle) Moser Bracelen. The family lived in Humboldt until October 1904, when they moved to Lincoln, Neb., they then moved to Ryder, North Dakota in October 1907. It is there that Leo went to Ryder High School and graduated in 1921. Sometime after that he moved back down to Lincoln and on April 17, 1927 he married Evelyn Jeannette Shasteen, they made their home in Lincoln to their union three children were born, Jean Elaine, Leo Henry Jr. and James Carl Bracelen.

Leo and Evelyn divorced in 1943, and Leo went to live in Spokane and the surounding area of Northeast Washington. It was in Spokane as he was walking across the street that he was struck by a car and died of his injuries on New Years Eve, 1950.
