Mr. Phipps was born in Fayetteville, N.C., a son of Frank T. Phipps Jr. and Mary Kathleen Killen Wockenfuss. He attended St. Mary Catholic Church.
Surviving are his father and stepmother, Bernadette Thayer, of Brunswick, Ga.; her mother and stepfather, Larry Wockenfuss, of Georgetown; four brothers, Joseph A Phipps of Ashtubula, Ohio, Aaron E. Wockenfuss of Osaka, Miss., Patrick M. A. Kelly and Jeremy A. Kelly, both of Brunswick; four sisters, Autumn M. Wockenfuss of Eubank, Alaska, Shannon M. Smith of Las Vegas, Robin M. Hicks of Greenville and Tabitha L. Thayer of Brunswick; and his grandparents, Mr. and Mrs. Howard J. Killen of Edgewood, N.M., and Betty J. Phipps of Olando, Fla.
