Charlotte was one of three children born to George Briskey and Kathryn Elizabeth Bartholomew. Her parents divorced when Charlotte was a small child and Charlotte grew up in her father and grandmother's household. Her mother remarried and had two daughters, Harriett and Marilyn, with her second husband, Harry P. Sternberg.
Charlotte married John Howard. During their marriage, they had four children: Paul, Tom, Charlotte, and John. Charlotte was a devoted wife, mother, and grandmother. She was known as "Grammy" to her grandchildren, who all adored her.
