He married Lucy Rascoe, 10 Nov 1868. She is also buried in St. Thomas cemetery. Ralph was a Captain in the Confederate States Army during the Civil War.

"One of the last three surviving Confederate Veterans in this city has died. Cat. Edward Ralph Outlaw, of this city, died at Nags Head last Friday night. He was 81 years old and had been ill for two years. He was a Captain of Company C of the Eleventh N.C. Regiment and served with Lee in the Army of Virginia for four years, taking part in every important battle of that memorable struggle. He was paroled at Appomattox Court House on April 9, 1865. Captain Outlaw was born in Bertie County, near Windsor, and lived in that county until fifteen years ago, when he moved to Elizabeth City, where he had lived ever since. He leaves four sons and five daughters. The sons are Edward r., Jr., John R. and David Outlaw of this city, and Alex B. Outlaw, of Windsor. The daughters are Mrs. W.H. Huff (sic), [Janie Outlaw HUNT] of Oxford: Mrs. S.W. Worthington [Lucy Outlaw], of Wilson: Mrs. William McQueen, [Martha Elizabeth Outlaw] of Elizabeth City: Mrs. D.M. Conner, [Mary Miller Outlaw] of Durham, and Mrs. T. Gilliam, [Alice Bimage Outlaw] of Windsor. The remains were carried to the old home at Windsor for interment."
