John Arthur Garrett was born in Seattle, and grew up on Queen Anne Hill, Graduating from Queen Anne High School in 1932. He earned his BA degree in economics from the University of Washington in 1937, where he was a member of Phi Delta Theta Fraternity. During World War II, he worked in the purchasing department of Todd Shipyard in Seattle. After the war, he was employed by Foss Launch & Tug Co., in Seattle, where he was the Seattle purchasing agent until his retirement in 1977. He was an avid boater, and was handy with tools, completing several remodeling projects on his homes in Seattle and Anderson Island. His retirement years were spent living on Anderson Island in southern Puget Sound, where he enjoyed working in his shop, and wood carving, specializing in ducks and geese.
