US Congressman. During the Civil War he served in the Union Army as a Private in the 2nd Battery, Kansas Volunteer Light Artillery, being mustered in on June 28, 1863, and mustered out on August 11, 1865. Admitted to the Kansas Bar Association as a lawyer in 1870, he developed a successful law practice before entering the political arena. He served as Mayor of Holton, Kansas from 1874 to 1875, as Jackson County, Kansas prosecuting attorney from 1875 to 1880, and in the Kansas State Senate from 1880 to 1884. Moving to the Idaho Territory in 1884, he was appointed by President Chester A. Arthur as an Association Justice of the Idaho Territory Supreme Court. After serving in that office from 1884 to 1888, he returned to Kansas. He was elected as a Republican to represent Kansas' 1st District in the United States House of Representatives, serving from 1891 to 1899. After the end of his term in Congress, he resumed his law practice, and passed away in 1920.
