U.S. Congressman. He attended Lane University at Lecompton, the University of Kansas School of Law, was principal of St. John High School and superintendent of the city schools at St. John, Kansas, (1896-1901). Admitted to the bar in 1902, he commenced the practice of law in Kansas City, Kansas. He was judge of the first division city court of Kansas City, (1907-09) and Mayor of Kansas City, (1909-10). In 1924, he was elected as a Republican to the Sixty-eighth Congress to fill the vacancy caused by the death of Edward C. Little, serving until 1925, again elected to the Seventieth Congress in 1927 and to the next eight succeeding Congresses serving until his death at age 74.
