The daughter of Drury Boswell Winfrey and Mary Meredith Blackwell of King William County, Virginia, Peggy was previously known as "Margaret Boswell Dugar" because she was living in the home of her mother and step-father, Fleming Dugar, at the time of her marriage to Major William Ruffin on October 4, 1816. She was only fifteen at the time, according to their marriage announcement which appeared in "The Richmond Enquirer" on October 12, 1816 (page 3, column 3). Peggy and William Ruffin had two children: James Drury Ruffin (1817-1886) and Mary Eliza Ruffin (1818-1846), who later married Adolphus Fenton Tucker. Both of these children were born in King William County, Virginia. Peggy died between 1820-1821 in King William County because Ruffin remarried Eleanor Shelton on March 25, 1822 in King William County, Virginia. Notice of their wedding was given in "The Richmond Commercial Compiler" (Richmond, VA), Saturday April 4, 1822, page 3, column 1.
