Billie Frances Turley, 87, of Mount Pleasant died Thursday, March 10, 2011, at Arbor Court in Mount Pleasant.

Born May 10, 1923, in Fulton, Mo., she was the daughter of William Cecil Muir and Hazel Mullinnix Muir. On April 26, 1947, she married Leo Turley in Fulton. He died Sept. 19, 1994.

Mrs. Turley graduated from the Fulton High School in 1940 and attended Northeast Missouri State Teachers College (now Truman State University) in Kirksville, Mo. She was employed by the U.S. Department of Agriculture and Farmers Home Administration, where she became county office manager and then state administrative supervisor of FHA offices in 16 southeast Missouri counties. After a move to St. Charles, Mo., she became a secretary to nine instructors of the World War II Veterans On-the-Farm Training program at St. Charles High School. After the couple moved to Mount Pleasant in 1949, she worked another four years for the FHA in Mount Pleasant.

Since the 1950s, she had contributed news to the Mount Pleasant News, serving on occasion as a guest columnist. She was a local state reporter for The Hawk Eye for 18 years. She began volunteering at Midwest Old Threshers in the 1950s, began employment in 1972, and retired in 1988. She worked part-time since then.

She was a charter member of the National Theatre Society and was active in the affairs of the Theatre Museum since its beginning in 1973. She began writing news and history for Old Threshers in 1963, became editor of the organization's newspaper in 1973 and continued in that capacity for 30 years.

She was active in Girl Scouting for 12 years, serving simultaneously as a troop leader, consultant, neighborhood chairman, and Shining Trail Council member. In 1970, she was awarded Girl Scouting's coveted "Thanks Award." She was a life member of the Henry County Veterans of Foreign Wars Auxiliary Post 2561, where she was treasurer for more than 50 years, and served in numerous auxiliary offices and chairmanships on a local, district and state level. She had directed the state auxiliary cancer aid and research program for 20 years. In 1959, she earned a VFW Auxiliary National Ernie Pyle Press Award for her local auxiliary.

She was active in the Henry County Veterans Avenue of Flags Memorial; a supporter of the State WWII Veterans Memorial in Des Moines and the National WWII Veterans Memorial in Washington D.C.; and was a 30-year officer of the former Memorial Day Committee. She was chaplain of the James Harlan Chapter of the Daughters of the American Revolution; was president of the National Association of Retired Federal Employees Chapter 955 for six years; was a member of the Henry County Health Center Auxiliary; had served on the South Center Club special activities committee for more than thirty years; was an active member of the Henry County Bi-Centennial Committee during the national observance and served on the dedicatory committee when the County Time Capsule was buried near the courthouse on Veterans Day 1976.

She was a member of the First United Methodist Church and had worked with youth groups and taught Sunday School for 17 years. For several years, the Turleys were foster parents.

Survivors include two daughters, Lt. Col. Brenda Jenkins of Rosemount, Minn., and Debra Schmidt, Fort Wayne, Ind.; two grandchildren; and three nephews.

Besides her husband, she was preceded in death by her parents and a sister.

Visitation will be from 9 a.m. to 9 p.m. Wednesday at Kimzey Funeral Home in Mount Pleasant, where family will receive friends from 6:30 to 8 p.m. The family also will receive friends from noon to 1 p.m. Thursday at First United Methodist Church in Mount Pleasant.

The funeral service for Mrs. Turley will be at 1 p.m. Thursday at First United Methodist Church, with the Rev. Herbert G. Shafer officiating. Burial will be in Forest Home Cemetery in Mount Pleasant.

Memorials have been established to Midwest Old Threshers Foundation, First United Methodist Church or Veterans of Foreign Wars Auxiliary Post 2561.
