James' cremated remains were not initially taken after his death and for many years were available at the Oregon State Hospital to be claimed by anyone who is related. In September 2016 his ashes were received by a relative.

James was born in Pennsylvania in 1867 to Elizabeth Rummel and Thomas Valentine Bailey, both of Pennsylvania. James' father, a civil war veteran, was born in 1842 and his mother was born in 1845. She had 10 children with all of them being alive in 1900. The 7 oldest children were born in Pennsylvania and the youngest 3 were born in Indiana. James' siblings included: Alverta (born about 1870), Jane (about 1871), John (in 1871), Viola (about 1874), Marvin (about 1876), Maggie (about 1877), Maude (in 1879), William (in 1883) and Mary (in 1885).

The Bailey family moved from Pennsylvania to Indiana about 1878. At the time of the 1880 census James was 12 years old and lived with his parents and siblings in Indian Creek, Pulaski County, Indiana where his father was a farmer.

About 1897 James married Carrie Estella Louderback, an Indiana native born in 1880. His death certificate lists Carrie Louderback as his mother, but Carrie was actually his wife, not his mother. They had at least six children: John D. (born May 1898 in Indiana), Mary E. (February 1900 in Indiana), Carrie I. (North Dakota about 1903), Gertrude L. (North Dakota about 1905), Thomas V. (Texas about 1907), Joseph (North Dakota in 1910), Daniel (North Dakota about 1915), Dorothy (Minnesota about 1920).

By the 1900 & 1910 censuses James, Carrie and the children were living in Ward County, North Dakota where James was a farmer. They were living near James' parents and several of his siblings. About 1919 James and Carrie moved their family to Minnesota. Daughter Carrie died in 1921. James' mother died in 1928 and his father died in 1930.

During the census of 1930 James was a house painter in Northern, Beltrami County, Minnesota where he lived with Carrie and his 3 younger children. In 1940 he was listed in the census as 72 and no longer employed. Carrie and daughter Gertrude were living in the home. During that census their son Daniel was an inmate in the Minnesota State Reformatory in St. Cloud City. Carrie died in Beltrami County on 9/28/1940.

At some point James moved to Oregon, perhaps to live with or near his son Thomas. James lived in Salem. On 5/2/1952, James was admitted to the Oregon State Hospital, a residential facility in Salem, Oregon for the treatment of people with mental illness. He was diagnosed with senility. After living at the institution for almost 2 months, he died there of arteriosclerosis on 6/26/1952 at the age of 84.
