Hugh Bailey was born in Lancaster County Virginia the son of Hugh Bailey and Sally M. Shearman. His father died when he was three weeks old and his mother then married Thomas Mitchell. Hugh came with his family to Tazewell County Virginia in about 1814 and settled in Thompson Valley and then Honaker in Russell County. When he came of age Hugh moved to Prestonburg Kentucky and worked under Jacob Helms in the saddle making and tanning business. On October 1 1833, Hugh married Jacob Helm's daughter Margaret in Prestonburg KY. Their first two children, Sarah and Thomas were born in Prestoburg. They came back to Tazewell in 1839 and settled at Baptist Valley where he bought a farm. The family lived at this farm for four generations.
