In 1939, he was admitted to the Bar and began his law practice in Smethport. He was elected and became a member of the Pennsylvania House of Representatives in 1947, and was elected Majority Whip in 1951, and Minority Whip in 1955. He served as the Majority Leader of the House in 1953, 1957, and 1963, and was Minority Leader of the House in 1959 and 1961.
In November of 1963, Mr. Johnson was elected to the Eighty-Eighth US Congress by special election to fill the vacancy caused by the death of United States Representative Leon H. Gavin. A Republican, Mr. Johnson was reelected to the six succeeding Congresses. In 1976, he was an unsuccessful candidate for reelection to the Ninety-Fifth Congress, and served until January of 1977.
He died in 1998 in Boca Raton, Florida, and is interred at Rosehill Cemetery in Smethport, Pennsylvania.
