Missouri Governor. Graduating from the University of Kansas, in 1892, he earned a law degree from Northwestern University, in 1894 and practiced law in Kansas City, Missouri. He was the Kansas City assistant city counselor in 1898, Jackson County prosecuting attorney, (1901-03) and Missouri Attorney General, (1905-09). In 1909, he was elected as a Republican the 32nd Missouri Governor, serving until 1913. As Governor, he enacted penal reform, expanded safety and public health regulations, and established a nurse examiners' board, a fish and game commission, a game protection board and a Missouri waterways commission. After leaving office, he practiced law, worked on a federal railroad valuation project and was a professor of law at the University of Colorado, (1917-23). Returning to Missouri, he became the seventh Chancellor of the Washington University, serving until his death from heart disease at age 55.
