Captain Samuel Bartlett (aka Bartlit) was born in the Connecticut Colony, in what would now be Portland (known previously by a number of different town names, including Chatham, and falling under various county jurisdictions over the period of time as it was settled and established). Samuel was a son of Reverend Moses Bartlett and Lydia (Fiske) Bartlett.

In about 1778, Samuel married Hannah Meigs, daughter of Deacon Timothy Meigs and Mary (French) Meigs. Hannah was born on 2 Dec 1748 in Guilford or East Guilford, New Haven, Connecticut Colony (if born in East Guilford, it subsequently became Madison, New Haven County, Connecticut). Hannah was a sister of Statira Meigs (1741-1779), who married Samuel's brother, Dr. Elihu Bartlett (1742-1779) of Sunderland, Vermont.

Samuel enlisted in what was then Ashfield, Hampshire (later Franklin County), Massachusetts Bay Colony, where his brother, Dr. Phinehas Bartlett, also resided. Samuel served in the American Revolutionary War as a Captain in Vermont with the Green Mountain Boys under the command of General Ethan Allen. During this period, Samuel and Hannah were of Sunderland, Bennington County, Vermont.

Samuel located to Sheshequin Ulster Township or Upper Sheshequin, Pennsylvania in about 1800-1803. It is as yet unknown whether Hannah also made this move. Her year of death has not been ascertained and she may have passed away in Vermont, prior to the move.

Samuel and Hannah had five children: Mary "Molly" (Bartlett) Hoyt; Hannah (Bartlett) Younglove; Statira (Bartlett) Clapp; Samuel Bartlett; and Timothy Bartlett (aka Bartlit).
