US Congressman. During World War II, he served as a US Navy aviator in the pacific, (1942-46). After war, he remained in the US Navy Reserves, graduated from University of Florida, in 1947, graduated with a law degree, in 1949 and was Marion County, Florida, prosecuting attorney, (1950-54). He was a member of the Florida House of Representatives, (1954-64, 1966) and part of the law firm of Chappell & Rowland. In 1969, he was elected as a Democrat to the Ninety-first Congress and to the next nine succeeding Congresses, serving until 1989. He also retired as a Captain from the US Naval Reserves in 1983.
