U.S. Congressman. Born the grandson of U.S. Congressman James F. Strother, he attended the Virginia Agricultural and Mechanical College and was a deputy collector of internal revenue at Lynchburg, Virginia (1890-93). He then studied law at the University of Virginia, was admitted to the bar in 1894 and commenced to practice law in Welch, West Virginia. He was a United States Commissioner (1897-1901) and judge of the criminal court of McDowell County (1905-24). In 1925, he was elected as a Republican to the Sixty-ninth and Seventieth Congresses, serving until 1929. Not a candidate for re-nomination, he died shortly after leaving office.
