US Congressman. Born in New York State, he resided in Chicago, Illinois before settling in Wisconsin. He studied law, in Appleton, Wisconsin, and was admitted to the Wisconsin Bar Association in 1856. During the Civil War he served a two year term in the Wisconsin State Senate, and served in the State Legislature after the war. He removed to Green Bay in 1868, served a term as the city's Attorney, and later again served in the State Senate. He was then elected as a Democrat to represent Wisconsin's 5th District in the United States House of Representatives, having won a special February 1886 election following the death of incumbent Congressman Joseph Rankin. After serving from 1886 to 1889, he declined to run again for the seat. He returned to practice law in Green Bay, where he passed away in 1896.
