US Congressman. He was born in Chenango County, New York, and he received liberal preparatory schooling and eventually attended Union College in Schenectady, New York, where he graduated from in 1842. He moved to Berlin, Wisconsin, in 1842, where he began to study law. He was admitted to the bar and commenced to practicing in Berlin, Wisconson, shortly thereafter. He then entered politics and served as a Member of the Wisconsin State Assembly in 1853. He also served as a Judge of Green Lake County, Wisconsin, from 1854 to 1862, before deciding to run for a seat in the United States Congress. He won the election, defeating United States Representative Edward L. Browne. A Democrat, he then served Wisconsin's 5th District in the United States House of Representatives from 1863 to 1865. After his term in the United States Congress ended, he resumed his practice of law in Berlin, Wisconsin. He later relocated to Pueblo, Colorado, due to ill health. While there he served in one last post that of the appointed register of land officer on June 27, 1871. He continued in that capacity until his death just a few months later on September 19, 1871, at the age of 50. Following his death, he was buried in Oakwood Cemetery in Berlin, Wisconsin.
