US Congressman. Born in New York City, New York, his family moved to Jerseyville, Illinois when he was young. After attending the Kentucky Military Institute in Frankfort, Kentucky, he read law and was admitted to the Illinois State Bar Association in 1855. After serving in the Illinois State Legislature and as Mayor of Jerseyville, he was elected as a Democrat to represent Illinois' 11th Congressional District in the United States House of Representatives, serving from 1873 to 1875, and from 1877 to 1879.
