U.S. Congressman. Born in Cleveland, Ohio, he graduated from the Cleveland Law School in 1908, was admitted to the bar and commenced to practice law in Cleveland, Ohio. He was special counsel to the attorney general of Ohio, (1911-12) and assistant prosecuting attorney of Cuyahoga County, (1912-19). In 1919, he was elected as a Democrat to the Sixty-sixth Congress, serving until 1921. An unsuccessful candidate for reelection, he resumed the practice of law, served as delegate to the Democratic National Conventions, (1920, 32) and was liquidating attorney for the Ohio Department of Commerce, until his death at age 53 in Cleveland, Ohio.
