U.S. Congressman. He graduated from Harvard University in 1802, studied law, was admitted to the bar in 1805 and commenced to practice law in Concord, Massachusetts. He was a delegate to the State constitutional convention in 1820 and served in the Massachusetts State Senate, (1826, 32-33). In 1835, he was elected as an Anti-Jacksonian candidate to the Twenty-fourth Congress, serving until 1837. An unsuccessful candidate for reelection, in 1844, he was sent by the State legislature to South Carolina to test the constitutionality of acts prohibiting free Negroes from coming into the State. He was a member of the Massachusetts State House of Representatives in 1850 and chairman of the State convention which formed the Republican Party in Massachusetts, in 1855. He also is the father of U.S. Senator George F. Hoar and U.S. Congressman Ebenezer R. Hoar.
