U.S. Congressman. Born the son of Attorney General Ebenezer R. Hoar, he attended Phillips Exeter Academy, graduated from Harvard University in 1882, from the law department of that university in 1884, was admitted to the bar in 1885 and commenced to practice law in Concord, Massachusetts. He also was a trustee of Phillips Exeter Academy and director of the American Unitarian Association. In 1891, he was elected as a Democrat to the Fifty-second Congress, serving until 1893. After leaving Congress, he was U.S. District Attorney for Massachusetts, (1893-97). During the Spanish American War, he was director of the Massachusetts Volunteer Aid Association and served in U.S. Army hospitals in the South. He died of typhoid fever at age 38.
